On Thursday, September 10, 2026 at the Probation Officers Professional Association of Indiana (POPAI) annual fall conference, Rachel Yancey, of the Wells County Probation Department, was awarded the “Rookie Probation Officer of the Year Award”.
The “Rookie” Probation Officer of the Year Award was established in 2014 to recognize probation officers who, while at the beginning of their career, show the attitude, aptitude, and the desire to improve themselves and to develop into leaders among their peers.
Greg Werich, Chief Probation Officer, stated “Rachel quickly assimilated into the department’s culture and was easy to train. She listened carefully to instruction and asked intelligent questions. No task was beneath her, as she cheerfully answered phones, greeted the public, administered drug screens, and stayed late when needed. After eight months, she continues to project a pleasant attitude toward everyone, usually accompanied by her unique giggle and warm smile, which helps create an atmosphere conducive to positive change in the people with whom she works.”
Judge Kenton Kiracofe, stated “Rachel’s willingness to learn, her command of the responsibilities entrusted to her, and her ability to communicate confidently with attorneys and the Court distinguish her at this early state of her career. She has already shown the potential to become a leader within the Wells County Probation Department and among her professional peers.”
Allison Perry, Probation Officer, stated “She has brought an eagerness and willingness to learn new things. She has quickly learned her own way of supervising her probationers and has effectively created safe yet accountable environment for those who come into her office. She is natural at showing empathy to others yet holding them accountable for their actions. Her passion shows through her hard work and determination every day.”
Stephanie Eddy, Probation Officer, stated “From the vey beginning, she has embraced every opportunity to gain experience, grow, and improve, consistently seeking knowledge and feedback to enhance her effectiveness as a probation officer. What sets Rachel apart is her cheerful outlook and unwavering dedication to the profession. She approaches each case with fairness, compassion, and accountability while maintaining the highest ethical standards. Rachel has shown the initiative and motivation that are hallmarks of future leadership.”
Stephen Pastore, Assistant Chief Probation Officer, stated “Rachel took on the challenge of managing both adult and juvenile probation responsibilities simultaneously. Rachel has met these demands with extraordinary enthusiasm and professionalism. She has already proven to be an exceptionally skilled communicator, displaying a natural ability to build strong rapport with clients while maintaining firm, appropriate authority across her caseload. Rachel has exceeded every expectation of a first-year officer.”
