2026 Rookie of the Year - Rachel Yancey

On Thursday, September 10, 2026 at the Probation Officers Professional Association of Indiana (POPAI) annual fall conference, Rachel Yancey, of the Wells County Probation Department, was awarded the “Rookie Probation Officer of the Year Award”.

The “Rookie” Probation Officer of the Year Award was established in 2014 to recognize probation officers who, while at the beginning of their career, show the attitude, aptitude, and the desire to improve themselves and to develop into leaders among their peers.

Greg Werich, Chief Probation Officer, stated “Rachel quickly assimilated into the department’s culture and was easy to train. She listened carefully to instruction and asked intelligent questions. No task was beneath her, as she cheerfully answered phones, greeted the public, administered drug screens, and stayed late when needed. After eight months, she continues to project a pleasant attitude toward everyone, usually accompanied by her unique giggle and warm smile, which helps create an atmosphere conducive to positive change in the people with whom she works.”

Judge Kenton Kiracofe, stated “Rachel’s willingness to learn, her command of the responsibilities entrusted to her, and her ability to communicate confidently with attorneys and the Court distinguish her at this early state of her career. She has already shown the potential to become a leader within the Wells County Probation Department and among her professional peers.”

Allison Perry, Probation Officer, stated “She has brought an eagerness and willingness to learn new things. She has quickly learned her own way of supervising her probationers and has effectively created safe yet accountable environment for those who come into her office. She is natural at showing empathy to others yet holding them accountable for their actions. Her passion shows through her hard work and determination every day.”

Stephanie Eddy, Probation Officer, stated “From the vey beginning, she has embraced every opportunity to gain experience, grow, and improve, consistently seeking knowledge and feedback to enhance her effectiveness as a probation officer. What sets Rachel apart is her cheerful outlook and unwavering dedication to the profession. She approaches each case with fairness, compassion, and accountability while maintaining the highest ethical standards. Rachel has shown the initiative and motivation that are hallmarks of future leadership.”

Stephen Pastore, Assistant Chief Probation Officer, stated “Rachel took on the challenge of managing both adult and juvenile probation responsibilities simultaneously. Rachel has met these demands with extraordinary enthusiasm and professionalism. She has already proven to be an exceptionally skilled communicator, displaying a natural ability to build strong rapport with clients while maintaining firm, appropriate authority across her caseload. Rachel has exceeded every expectation of a first-year officer.”

2026 Founders Award - Shelby-lain Brown

On Thursday, September 10, 2026, at the Probation Officers Professional Association of Indiana (POPAI) Fall Conference, Shelby-lain Brown with Clark County Probation and Supervision, was presented with the Founder’s Award.

The “Founder’s Award” is a way of recognizing individuals who have significantly contributed to the field of probation in general and specifically to the POPAI organization. The recipient need not be a Probation Officer or POPAI member. The selected person, however, shall be characterized by his/her commitment to influence and promotion of professionalism in Indiana probation.

This year’s winner has over 10 years of service as a probation officer in and has been in leadership since 2020.

David Munden, Probation Officer of Clark County Probation and Supervision, wrote, “Shelby is a hands-on leader who actively trains, mentors, and supports her staff and its Pretrial mission, while remaining directly involved in daily operations. Her leadership has resulted in her team achieving he highest SRS performance metrics in our department."

"Beyond her supervisory responsibilities, Shelby also serves our department as the lead supervisor in developing and implementing office-wide policies and procedures. She also serves as the Secretary for the local JRAC committee and represents our department on the Indiana Pretrial Committee, where she contributes to the continued advancement of Pretrial services across the state."

"As one of her employees (and someone who has worked in this field for nearly 40 years) I can attest to her care and concern for her staff and its mission.

Transitional Services Subcommittee seeking volunteers

The Commission on Improving the Status of Children (CISC) recently adopted a new three-year plan that includes several objectives for the Multi-System Youth Task Force, one of which is improving how systems support children and youth during transitions—both when they are moving between systems and when they are exiting systems.

To support this objective, a transitional services subcommittee has been formed that will explore current challenges, identify opportunities for improvement, and develop recommendations for the Task Force. They are looking to bring together probation officers from a variety of backgrounds and experiences, including both JDAI and non-JDAI counties, as well as counties that do and do not have local practices around reinstating jurisdiction. Having a range of perspectives will be important to informing this work.

Proposed Bylaw Changes

The POPAI Executive Board is proposing amendments to the current POPAI By-Laws.

The proposed amendments are contained within Article XI and would revise the counties included in each of POPAI’s eight districts. The purpose of these changes is to create a more equitable distribution of POPAI’s membership among the districts and ensure that each district is represented as fairly as possible.

A copy of the proposed amended By-Laws can be found below along with a map of the proposed new districts.

In accordance with Article XII of the POPAI By-Laws, the Executive Board has approved the proposed amendments for submission to the membership. This notice begins a 30-day comment period during which members may submit questions, comments, or recommendations regarding the proposed changes.

Please submit any comments no later than 11:59 p.m. Eastern Time on August 19, 2026 to secretary@gopopai.org.

Following the conclusion of the comment period, the Executive Board will review the feedback received and may make additional revisions to the proposed amendments. The final proposed amendments will be provided to the membership no later than August 26, 2026, which is at least 15 days before the scheduled vote.

The proposed amendments are expected to be considered at the POPAI Annual Business Meeting:

Chief Administrative Officer Appointed for Indiana Supreme Court

The Indiana Supreme Court appointed Aaron Hood as the Chief Administrative Officer for its Office of Judicial Administration and Kathryn Dolan as the Deputy CAO. Chief Justice Loretta Rush led a multifaceted national search to fill the positions. Along with her colleagues, she is confident that this leadership team will ensure transparency, innovation, and effective intergovernmental collaboration.

Rush said, “Aaron is a proven leader. My colleagues and I know that his commitment to the courts, financial stewardship, and integrity will maintain our service-oriented culture.” Hood has been interim CAO since January. He brings a decade of Court experience, most recently as Chief Financial and Chief Operating Officer. He also has city, county, state, and national leadership experience, including with the Indiana Department of Transportation, the Association of Government Accountants, and the State Judicial Branch Finance and HR Officers. Hood said, “I am focused on strengthening public confidence in the judicial branch and ensuring our operations continue to run smoothly with clarity, collaboration, and continuous improvement.”

The newly named Deputy CAO, Kathryn Dolan, brings 18 years of Court experience, having served as the Chief Public Information Officer. She is a recipient of the National Center for State Courts’ Distinguished Service Award and a past president of its Conference of Court Public Information Officers. “I’m dedicated to maintaining consistent policies, communicating effectively, and helping guide daily operations,” said Dolan.

OJA supports the efficient administration of the statewide court system under the direction of the Chief Justice. The office includes more than 240 lawyers, licensed professionals, administrative staff, and technology experts. It is a vital link to Indiana’s 600 judicial officers and 18,000 attorneys.

HIP Work Requirements Partner Toolkit now available

Beginning January 1, 2027, certain Healthy Indiana Plan members ages 19–64 will need to complete 80 hours each month through work, part time education, job training, or community service—unless exempt. To help raise awareness of these changes the Indiana Family and Social Services Administration has released a comprehensive partner toolkit, available at myfssa.in.gov.

The partner toolkit includes social and print materials, FAQs, informational videos and more. FSSA is asking that our partners please share these materials through their networks to help inform HIP members of these changes. FSSA’s goal is to help ensure that all partners are equipped with consistent information and language to ensure clear and effective communication across all channels.

The toolkit will be updated with additional resources in the months leading up to January 1, start date. HIP members will begin receiving informational notices about HIP Work Requirements starting in July as well.

It is the responsibility of the District Representatives to communicate and collaborate with POPAI members in their district and bring forth any issues, concerns, and/or matters raised or pertaining to the district they represent.

District Representatives shall encourage membership and promote activities and educational opportunities provided by the Association.

POPAI Board meetings are generally held on the second Wednesday of each month from 10:30 a.m. to 1:30 p.m., with hybrid participation available for many meetings.

If you are not currently a Chief Probation Officer, your submission must also include approval from your Chief Probation Officer confirming support for your participation in board meetings, committee work, and POPAI conferences during your term of office.
