POPAI Board Meeting Minutes for 11/13/2024

The meeting was called to order at 10:30am by Angela Morris, President.

Secretary's Report

Lindsey Villalpando moved to accept the Secretary’s Report. Albert Arnold seconded the motion. All were in favor. Motion carried unanimously.

Treasurer's Report

Andria Geigle provided the September Treasurer’s Report via email to the Board on October 1, 2024. September balances were as follows:

  • Checking – $82,142.14
  • Savings – $17,709.82
  • CD investment – $30,000.00

Andria reported that the CD Investment will mature in January 2025.

Andria indicated the abatement request has been submitted three times and a hold has been placed on our account three times; however, the IRS continues to say they have not received the request.  Our accountant is making monthly contact with the IRS.  Although processing times by the IRS via the US Postal service is significantly delayed/backlogged, the abatement request has also been mailed via certified mail w/ receipt.  The accountant feels confident that ultimately the abatement will be awarded.

Albert Arnold moved to accept the Treasurer’s report. Stephanie Cole seconded the motion.  All were in favor. Motion carried unanimously.

Andria reported that the 2025 Budget Committee met last week.  The committee consisted of Angela Morris, Lindsey Villalpando, Andria Geigle, Anthony Williams, and Adam McQueen.  The Budget has a proposed income of $140,000 with projected expenses of $161,850.   Stephanie Cole moved to accept the proposed budget.  Lindsey Villalpando seconded the motion.  All were in favor. Motion carried unanimously.

Technology

Karen provided the board with statistical data regarding the POPAI emails that have been sent out in the past.  Karen reported the current subscriber data:

  • 466 Weekly Morning Email (Tuesdays, for recently posted articles)
  • 934 Important Messages (occasional announcements from the President or Board members)
  • 969 Events and Conferences (for officers and associates)
  • 32 Conference Information (for corporate sponsors and exhibitors)
  • 179 Membership-Only Communications (direct emails for membership-related updates)

Karen outlined for the Board her email types and processes.  Discussion was held regarding this.  The Board decided to begin sending the weekly morning email on a monthly basis.  The email will be sent the first Tuesday of each month.   Anthony will prepare the information for the email and coordinate publication with Karen.  Board Members are encouraged to continue to submit articles to Anthony for publication.

Karen reviewed important calendar items and top pages on the website.

 

Membership

Current membership is 1,208. The breakdown is as follows:

  • Probation Officers – 1,045
  • Corporate Sponsors – 35
  • Other – 114

Karen reported to the Board that she has created a reusable structure that will help with membership renewals in 2025.  She indicated every department that paid early for 2024 has been notified.

Angela reported that CJ Miller has requested a Lifetime Membership to POPAI.  Anthony reported that it has been verified that he meets the qualifications.  Andria Geigle made a motion to awarded CJ Miller with a Lifetime Membership.   Lindsey Villalpando seconded the motion.  All were in favor. Motion carried unanimously.  Lindsey will notify CJ of this action.

Education

Angela reported that a visit to the Terre Haute Resort and Casino is scheduled for Monday, November 18, 2024, at 11am (EST).  She reported that she will be attending along with Shannon Chambers and Anthony Williams. She encouraged others to attend if they wanted.

Shannon was not present for the meeting but provided a written report.   Shannon is in talks with the French Lick Resort regarding contracts for 2026 through 2028.   She also reported that Phil Chalmers has been secured for the 2025 Fall Conference.

Anthony reported the Whova Contract has been signed and he will pay the invoice and provide the Treasurer with a receipt.

Discussion was held about possible speakers for upcoming conferences.

Anthony and Karen presented proposals for the 2025 Corporate Memberships.  Andria Geigle motioned to keep rates the same for 2025.  Anthony seconded the motion.  All were in favor. Motion carried unanimously.

Chief's Executive Committee

Greg reported he will schedule the next committee meeting once a date has been set for the 2025 Management Institute.

Probation Officer Advisory Board Update

Shannon Chambers has appointed Ryan Hull, Deputy Chief Probation Officer in DeKalb County as the representative to the POPAI Board.

Adam and Ryan provided the Board with updates regarding the Supervision Committees review of the Intrastate Transfer Rules.

Ryan also reported the dates for the 2025 Justice Services Conference.  It will be held in Indianapolis, IN on April 15th, 16th and 17th.

Awards and Recognition

Albert Arnold will serve as co-chair of the committee.

Justice Reinvestment Advisory Council (JRAC)

JRAC is scheduled to meet on November 22, 2024.

The EBDM/Local JRAC Workgroup is scheduled to meet on December 6, 2024.

Bylaws & Strategic Plan Ad Hoc Committee

Will be reviewed in April 2025.

Old Business

Copyright Issue

Angela Morris reported the matter has been resolved and payment of $675 has been made to the representatives.

New Business

Mentor Program

Chad sought input from the Board regarding a Mentor Program.  Chad will work on this and report back to the Board.

APPA Affiliate Membership

Andria reported the benefits of being an Affiliate member of APPA.  Discussion was held regarding a dual membership option with POPAI and APPA.  No action was taken at this time.

Interstate Compact Audits

Angela reported she had the opportunity to discuss this matter with Chris Biehn.  Chris has provided a letter to Angela outlying the reason for these audits.  Angela will share this letter with all Chief Probation Officers who are a member of POPAI.

JDAI Inter-Site Conference

Lindsey Villalpando and Jack Odle attended the conference as representatives of POPAI.  Angela Morris and Anthony Williams also attended as representatives of their agencies. Discussion held regarding the conference.

Sex Offender Training/Support Group

Angela reported that she and Lindsey continue to work to coordinate a Static and Stable Training.  Angela reported that Marion County has offered to host the training.   Angela reported Johnson County is working to establish a support group for Probation Officers working with Sex Offenders.

Next Meeting

The next meeting will be held on Wednesday, December 11, 2024, at 10:30am EST via Zoom only.
