POPAI Board Meeting Minutes for 01/11/2023

Secretary's Report

Becky moved to accept last month’s meeting minutes, Lindsey seconded-all approved, minutes passed.

Treasurer's Report

$99,904.56 Checking
$17,083.99 Savings.

Audit still not completely finished due to holidays and illness. Heather moved to accept, Mike seconded, all approved, passed.

Membership

As of January 6, 2023: 1113 total members, 966 Po’s, 30 corporate and 117 other. Community Corrections memberships on a rise. Some 2023 Corporate Members have already paid. (Total Court Services, Intoxalock and Gibault) 2023 department invoices sent out. Membership credit card payments to go through Whova.

Education

Management Institute registration to go out 1/16/23. Speakers for this will join Chief’s executive meeting on 1/20/23 to discuss presentation.

Fall Conference contracts signed through 2025 for French Lick.

Proposed Partnership with IACCAC-Troy and Susan met with Ashley Stevens, President and Scott Holt, VP. Discussed was a possible Summer Assembly to provide training on Legislation passed with all Directors. IACCAC had planned on having this and is open to POPAI joining.

Possible dates would be August 16-18 for this, but she’s open to other dates. Troy and Susan to meet with Ashley and Scott again on 2/16/23. All agreed to move forward.

Chief's Executive Committee

Next meeting 1/20/2023 at 10:30am in Johnson County

Juvenile Delinquency Alternative Initiative (JDAI) Update

Probation Officer Advisory Board Update

Lindsay reported yesterday was the last meeting. Supervision Committee took proposed changes to Trial Court.

Justice Services Conference: Monday will be intensive sessions focus on MH and substance abuse with a limited amount allowed to attend on a first come/first served basis. Tuesday and Wednesday will be the regular conference with breakout sessions.

2023 Meeting Dates: 1/10/23, 4/11/23, 7/11/23, and 10/10/23.

Election

No activity.

Awards and Recognition

Knepple Scholarship applications to go out in March.

Justice Reinvestment Advisory Council (JRAC)

Next meeting is 1/27/2023. EBDM/Local JRAC workgroup next meeting is 1/13/2023. Troy to attend and advise.

Legislation

Troy sent out proposed bill list to all prior that may apply to our field and he will continue to do so. Specific discussion about HB 1144 proposed-which at this point discusses probation officers becoming state employees. Troy to continue to attempt to reach out to the filer of the bill to discuss. (Representative Prescott) Lobbyist will begin sending weekly report on bills we want to track.

Technology

Troy to send Karen APPA news emails to post. Additional domain names probationindiana.org and indianaprobation.org available to purchase-all agreed not to do so because the names are too general.

Bylaws & Strategic Plan Ad Hoc Committee

Quarterly review and update of strategic plan in January, April, July, and October. Troy to work on this soon.

Race & Gender Fairness Commission

No update from Lakisha

Old Business

PO Salary Scale Ad Hoc Committee: Adam, CJ, Heather, Troy, Cherie, Shannon- Probation Committee meets on 1/20/2023-they were asked to study the probation officer salary scale changes. Troy to report back after corresponding with Mary Kay.

Jail Management Work Group: Mike and Adam-no new information due to change of Sheriffs.

New Business

2023 Meeting Calendar: March, April, May- discussions about meetings scheduled due to Management Institute and Justice Services Conference scheduled. March 8 and April 12 meetings cancelled and instead Board will meet March 30th for lunch meeting at Management Institute.

CMCH Stakeholder Discussions-Susan: Melissa Bailey reached out to Troy and Susan asking to talk to POPAI Board Members for stakeholder discussions on the following possible dates and times: 1/17/23 12-2, 1/18/23 12-2, 1/19/23 9-12. Susan to circle back to find out more information and cc those who said they were interested.
