POPAI Board Meeting Minutes for 02/14/2024

Troy called the meeting to order at 10:30am

Secretary's Report

Troy asked if everyone had an opportunity to review the January Secretary’s Report.  Andria moved to accept the January Secretary’s Report.  Lindsey seconded. All were in favor. Motion carried.

 

Treasurer's Report

Andria provided the February Treasurer’s Report. January balance in checking was $81,278.70 and in savings $47,737.60. Cherie motioned to accept the Treasurer’s Report. Rupert seconded. All were in favor. Motion carried.

 

Technology

The Tech Committee met and approved requested structure changes to the POPAI Website. Next step is adding our branding and resubmitting to the Tech Committee.

Karen asked if anyone knows of educational opportunities from DMHA. We then reviewed Calendar items, top January web pages, and the article schedule.

Membership

On February 7, 2024 we had 1,192 Total Current; 1,044 POs; 13 Corporate; 135 Other

Karen reported on the status of four overdue Corporate Sponsors that all had been contacted and three have submitted payment, the fourth is expected.

Marketing – Lindsey will contact the company about polos for the board. Anthony said IOCS will have an information fair at the IOCS Conference. He will ask if POPAI can offer any merchandise/membership registration at that time. Bob asked if POPAI has pamphlets, etc to offer.  Troy will review previous information we offered.

Table cloth- Discussion regarding purchasing new ones for the conference. We decided to purchase 2 new tablecloths and a new banner.

The following motion went through email correspondence January 26 – 29:
Shannon’s motion with Jack second: I will make the motion to take the attached version of our logo, colors, and fonts as our new brand as is and for Karen to request electronic versions of them from the designer.
Voting in favor: Shannon, Jack, Andria, Angela, Cherie, Lindsey, Adam, Bob, Stephanie, Mignon, Heather, Mike, Jenny.
Voting against: None
Motion passes

Next step: Anthony, Lindsey, and Karen will work with Kahlie on the banner.

Education

2024 Management Institute (March 20-22 Drury Inn):

Wed – New Chiefs PO Orientation – budgeting, politics, standards, employment law, etc. Karen has communicated with each of the new chiefs.

Thur – Registration will open at 8am. The first presentation will be split into 2 sessions.

Fri – IOCS updates, JRAC issues and Opioid Settlement

We will also offer the training to new community corrections directors.

 

2024 Fall Conference (Sept 4-6)

Anthony will prepare the request for presentation proposals in the next month. Tall Cop is already confirmed for the fall conference.

Anthony discussed options for the closing session and will move forward to secure his proposed speaker.

 

APPA Summer Institute (June)- Host committee meeting. Troy discussed the size of the room available, what APPA will provide, cost of food, etc. Discussion followed regarding the options.

Bob made a motion to hire the band to play for 3 hours on the event night (June 30) at the cost of $4850. Rupert seconded. All in favor. Motion carried.

 

2024 Joint Meeting with IACCAC (Tentative Aug 22) Troy will keep us posted as this is in the initial stages.

 

Chief's Executive Committee

The last meeting was in January. Greg will send Anthony any needed information.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Esther did not have an update, but she did share the annual data that was received for 2023.

 

Probation Officer Advisory Board Update

Meeting dates for 2024:  Feb. 13, May 14, Aug 13 and Nov 12

 

Lindsey and Shannon – IOCS provided an update on the TA applications, creating new committees with POPAI.

New business – Discussing the intrastate transfer rules. This was reviewed in 2022, but was not updated on the IOCS Website.

Supervision and Education Committee – Reconfiguring the committees.

Juvenile Intrastate – Will also be reviewed.

Tax refund – Is being reviewed. (TRECS is a company some counties are using to intercept tax refunds for outstanding user fees. It is for state taxes only.)

Awards and Recognition

Knepple Scholarship applications will be available in March.

 

Justice Reinvestment Advisory Council (JRAC)

January 12 was the last meeting. Discussion regarding technical assistance that is available. New annual report will be released soon. Discussion regarding community corrections by laws versus JRAC by laws.

Adam said the online workspace is beneficial for guidance with local JRAC meetings, communications, mission, vision, by laws, etc.

Legislation

2024 session – the list of bills that POPAI is following is on the website

SB 33 (distribution of public safety income tax revenue). Last year it was approved for each county to adopt an additional tax to assist with covering criminal justice services.

SB 70 (Bail and release review committee). Governor’s Office to review the pretrial release/bail. A representative from the Indiana Judges Commission is on the committee. POPAI would like to have a representative on the review committee.

 

Bylaws & Strategic Plan Ad Hoc Committee

Quarterly review and update of strategic plan in January, April, July and October

 

Old Business

By law committee – Troy will speak to Hillary and then move forward.

Probation Officer Salary Schedule – Troy sent an email to all the chiefs and has received a response from 30 counties thus far. This data is for the compensation analysis update.

DOC Funding Formula Committee Update – No update. State agencies will begin asking for future funding this summer. Troy suggested a letter to the chiefs to discuss how the funding will be used and the need for such.

DOC Performance Measures Committee – The will have universal performance measures in the future, but they have not been released. Troy will attend the next committee meeting in March.

Quarterly letter/newsletter draft – Troy suggested we change the “quarterly” to a “periodic” letter. He has prepared a preliminary letter and after the board can review, it will be available for the members, through the district representatives.

New Business

Wellness Council of Indiana – Troy will share the zoom meeting information that is scheduled for Feb 20.
