POPAI Board Meeting Minutes for 10/09/2024

Meeting called to order at 10:30am by Angela Morris, President.

Secretary's Report

Angela asked if everyone had an opportunity to review the September report. Rupert Strawbridge moved to accept the Secretary’s Report. Lindsey Villalpando seconded the motion. All were in favor. Motion carried unanimously.

Treasurer's Report

Andria Geigle provided the September Treasurer’s Report via email to the Board on October 1, 2024. September balances were as follows:

  • Checking – $84,758.66
  • Savings – $17,709.67
  • CD investment – $30,000.00

Andria noted in her report that all related expenses to the Fall Conference have been paid. There are some outstanding member/corporate invoices/income due.  Additionally, she noted that we received a “Notice of intent to seize (levy) your property or rights to property” from the IRS, requesting payment. This is a follow up to the prior invoice for the alleged late filing of the 2022 taxes. Andria is working with our accountant to resolve the matter.

Bob Schuster moved to accept the Treasurer’s report. Jenny Lampert seconded the motion.  All were in favor. Motion carried unanimously.

Technology

Karen reviewed her process on her historical data cleanup project.

Karen requested to change the date and time which the “Monday Morning Emails” are sent. Albert Arnold motioned to change the date and time to Tuesday mornings. Rupert Strawbridge seconded the motion. All were in favor, motion carried unanimously.

Karen reviewed important calendar items and top pages on the website.

Membership

Current membership is 1,208. The breakdown is as follows:

  • Probation Officers – 1,034
  • Corporate Sponsors – 35
  • Other – 139

Karen reported she is on track to create all department invoices for 2025 by October 31, 2024.

Education

Feedback from the 2024 Fall Conference was discussed.

The 2026 Fall Conference will be the 30th Anniversary of the event. Additionally, it will be the 40th Anniversary of the association.

Shannon reported that she is exploring options for the 2025 Management Institute. While no date has been finalized, Shannon has been encouraged to pursue the first week of March 2025. Discussion held about potential speaking opportunities.

Shannon reported she is booking Phil Chalmers as the opening speaker for the 2025 Fall Conference.

Discussion held about purchasing Whova for the 2025 Conferences. Motion made by Jack Odle to purchase Whova for the 2025 Management Institute and 2025 Fall Conference. The motion was seconded by Albert Arnold. All in favor, motion carried unanimously.

Probation Officer Advisory Board Update

The next meeting is scheduled for November 12, 2024. Shannon reports that the appointment from POAB to POPAI is pending.

Adam reported that POAB continues to evaluate issues related to Intrastate Transfers.

Election

Election Chair, Jennifer Lampert reported the following vacancies District 4, District 5, and At-Large 1.  The following intent to run forms were received:

  • District 4 – Susan Bentley, Madison County
  • District 5 – Joshua Herman, Marion County; Abigail O’Brien, Hendricks County, and Rebecca Shrock, Hendricks County,
  • At-Large 1 –  Paul McGriff, Hamilton County; Abigail O’Brien, Hendricks County, and Mignon Ware, Vanderburgh County.

Chad Boruff advised he would abstain from voting for District 5 and At-Large 1 as he had employees as candidates for those vacancies.

The Board voted and the following were elected:

  • District 4 – Susan Bentley
  • District 5 – Joshua Herman
  • At-Large 1 – Mignon Ware

Awards and Recognition

No Report

Justice Reinvestment Advisory Council (JRAC)

The EDBM/Local JRAC Workgroup meeting was rescheduled from October 11, 2024, to December 6, 2024.

Legislation

No report

Bylaws & Strategic Plan Ad Hoc Committee

The annual review of the Strategic Plan is scheduled to take place in April 2025.

Old Business

JDAI Representative 

The JDAI representative was taken off the committee list.  Angela Morris reported she will get information from Nancy Weaver.

Heather Malone is the JDAI co-coordinator.  She updated YJOC grants have been released and reported they are now released quarterly.

Morgan County Salaries

Angela Morris reported that Morgan County used the POPAI Recommended Salaries and got all employees raises based off these recommendations. Adam McQueen reported that Wayne County used the recommendations as well but went from 40 hours to 37.5 hours per week.

National Center for State Courts

Angela Morris represented POPAI at the regional meeting for the National Center for State Courts.   She reported updates from the event.

New Business

Mentor Program

Angela Morris reported she was approached by individuals at the Fall Conference regarding the mentor program.  Discussion held on the program.  Board Members were encouraged to reach out to Chad Boruff with ideas.

APPA Affiliate Membership

The matter was tabled until November when Andria Geigle can be present.

Contracts for 2025

The Board was updated on contracts for the Membership and Recruitment Coordinator, Conference and Recruitment Coordinator, and Website Coordinator.  No Board members expressed concerns.

Copyright Issue

The Board was updated regarding correspondence received from a legal firm representing a client who claims the POPAI website published a copyrighted photo that they did not have licensing to publish. The Executive Board will look into this matter further and update the entire board.

 

Next Meeting

The next meeting will be held on Wednesday, November 13, 2024, at 10:30am EDT at the Hendricks County Probation Department (170 Old Farm Road, Danville, IN) and via Zoom.
