POPAI Board Meeting Minutes for 6/17/2020

Adam opened the meeting, conducted through zoom, at 10:35 am.

Secretary's Report

Adam asked if everyone had an opportunity to review the May Secretary’s Report. Andria made a motion to accept. Michael seconded. All were in favor. Motion carried.

Treasurer's Report

CJ provided the May Treasurer’s Report. As of May 31, 2020, the balance in savings was $17,077.08 and $65,993.70 in checking. Cherie made a motion to accept and Bob seconded. All were in favor. Motion carried. He stated there were issues with the filing of our taxes in a timely manner. It was not an issue with us, but with the company who filed it. It is now being resolved. A discussion followed regarding the filing and the business we currently use. CJ provided the updated budget report.

Technology

Karen sent everyone the report prior to the meeting.

Membership

Education

We discussed the CPO Survey results and options for the fall conference. A discussion followed regarding having the conference, cancelling it and/or offering some form of webinar training. Brian Lovins was discussed as a speaker for a few sessions. Sarah will reach out to IOCS about future speakers they have scheduled. Troy made a motion to cancel the 2020 French Lick Conference and to explore the options of offering a simple virtual training session(s) through a few speakers, but only one session at a time. Lakisha seconded. Discussion followed. If we are not able to schedule a training, would we offer any previous taped training sessions? Should we charge the members for this training? All in favor. Motion carried. Troy suggested we post an article on the Monday website stating the conference has been cancelled and we are discussing options for virtual training. Susan asked if IOCS will be reducing the required continuing education hours for 2020. Sarah will ask IOCS. APPA will be offering a virtual fall conference and the cost will be $170 for members.

Chief's Executive Committee

Sarah has 2 people who will be a mentor and she is need of others who will do so.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Kory reported: News from JDAI-land:

  • Most of the State Team will return to working in-office by 6/15/20.  We have continued to support sites remotely, attending meetings and providing technical assistance, and will do so until counties are ready to hold in-person gatherings.
  • 2019 ARR data shows increased impact and continued momentum!
  • We are continuing to evaluate options for the Inter-Site Conference and holding it in person has not been ruled out.

Probation Officer Advisory Board Update
Next meeting is in July.

Election
The Intent to Run forms are due by July 11 for District 2, 4, 6, 8, President and Secretary. Since our fall conference is now cancelled, we discussed how to handle the election. Troy had a few suggestions. Troy said he will review the by laws and then send an email to the board with additional suggestions.

Awards and Recognition

Bob said Patrick has been contacted and the plaque was mailed to him. Bob will post an article on the website with the information. We discussed the other awards that would be presented at the fall conference. We will post the information on the website and then determine when/where the recipient will be given the award.

Indiana Evidence Based Decision Making (EBDM) Initiative

No report.

Justice Reinvestment Advisory Council (JRAC)

June 26 is the next meeting scheduled and can be watched on line. The Justice Reinvestment Advisory Council is scheduled to meet on Friday, June, 19, 2020, from 1:30 pm – 3:30 pm. The Council will meet virtually via Zoom, which will be livestreamed on the Council’s website. To access the livestream, please visit https://www.in.gov/justice/ The meeting agenda will be posted to the website this week. The next JRAC meeting is tentatively scheduled for Friday, September 25, 2020, from 1:30 pm – 3:30 pm. Please check the JRAC website closer to the meeting date for information on whether the meeting will be held in person or via Zoom. All meetings held via Zoom will be livestreamed and archived on the Council website. In the past, many of you received JRAC meeting notices and other information via email. Because membership for JRAC has expanded significantly, OJA/IOCS is limiting future JRAC correspondence to the statutory members and/or the members’ official designee. For non-members, we encourage you to visit the Council website for meeting notices, agendas, minutes, and reports.

Legislation

The website has been updated with the summaries of bills that have been passed.

Old Business

PPM and BY LAWS: By law changes will be posted on the website. Workload/caseload:

Is on the backburner right now.

Commission for Race and Fairness:

Lakisha does not have any updates, but has reached out about future meetings.

POPAI membership to EXiT has been submitted. Troy stated it is on their website now. We will continue to discuss things POPAI can do to add more value to our membership (highlights on website, etc). For now, Sarah Lochner will be our PO Advisory Representative to POPAI.

New Business

DOC Grant application. Memo to agencies and funding. – There appears to be some uncertainty of the future money available for grants. Troy reviewed the information in the memo and the formula that is stated in IAC 2-1-3 (210). Troy stated he wants more info from DOC in a public forum before discussing more. He hopes some questions can be asked at the next JRAC Meeting. Adam discussed the email that IOCS sent, which was from the Assistant Professor of Criminal Justice in the Department of Criminal Justice at University of Central Florida. She is leading a research team the is conducting a study on how COVID 19 is impacting community corrections. A discussion followed. There is another survey from an associate at Columbia University. Andria made a motion that we do not share the 2 emails for the survey. Michael seconded. All were in favor. Motion carried. Heather discussed a Criminal Justice Grant and IFA Cares Act Grant they received. Both are related to COVID. Heather will send the email to those on the board.
