POPAI Board Meeting Minutes for 11/08/17

Secretary's Report CJ moved to accept and Cherie seconded. Motion carried-report accepted.

Treasurer's Report CJ reported  Savings: $17,046.31 as of 10/31/17.  Checking: $ 88,412.30 as of 10/31/17.  Budget Report: sent prior.  Some counties still have not paid for POPAI conference.  Susan R to provide update next meeting.  Susan B.  moved to approve treasurer report, Melanie seconds-all voted-motion carried.  Audit was good and finished.   Budget committee appointed: CJ, Sarah, Adam and Troy.  CJ to chair.

Membership  Adam reported invoices will be going out for 2018 membership.

Education Susan R. not present.  Troy reported on her behalf that she would update in December, but numbers seem to be up.  Management Institute confirmed for 4/12/18-4/13/18 at Drury Inn in Indianapolis.

Chief's Executive Committee Greg Werich was absent.   Sarah reported 1/12/18 will be next meeting at the Dutch Café in Peru IN.

Juvenile Delinquency Alternative Initiative (JDAI) Update Kory George reported the state has a team that will be visiting New Jersey to look at mobile crisis and funding opportunities to see what can be done in Indiana.  Dept of Education is now a state level partner with JDAI and this was announced last week.    Susan reported next conditions of confinement meeting will be 1/25/18 and she will report back.

Probation Officer Advisory Board Update Next advisory board meeting will be 1/9/18

Election Melanie reported no update.

Awards and Recognition CJ reported no update.

Justice Reinvestment Advisory Council (JRAC) JRAC : Troy and Adam reported attending this meeting last week and a pretrial fee was discussed.  Code dictates now these fees are to be deposited in the probation user fees fund.  Language proposed to open this up, but was voted down by legislative committee of JRAC. Adam reported on the following statutes at JRAC: Safe Harbor:  involves moving someone from local jail to doc due to being in danger in local jail.  (ex: informant, police officer, etc.) which mainly involves medical situations.  Currently these people are ineligible to go to DOC and this statute is looking at making them eligible.  The consensus was POPAI will support this.  This should be discussed today at JRAC and Adam will report back.

Legislation Adam reported the corrections on criminal code was sent out to all by Linda.  This will be discussed at December’s meeting so all can review.

Technology Karen sent this report out this week.  Troy reported business as usual.  Jobs page is still the top site search.

Old Business Strategic Plan:  Andria, Susan, Cherie, Sarah and CJ met 9/5/17 to get started on this and email went out to summarize this week what was developed.  All were to review and report back with feedback.  Nothing has been done since last meeting. Workload Measures: Troy reported he and Sarah met with Jane Siegel at IOCS for this study. Troy reported IOCS was very receptive to the idea of pursuing a project to aid in determining workload measures. This would hopefully be more of an outcome basis study and not just a workload measures report, so that dosage and implementation of EBP could be looked at as well. Also discussed was including community corrections in the study. Troy and Sarah to talk to IACCAC president today about furthering this project. POPAI to remain the driving force on this project and will oversee to make sure project is carried out efficiently. Potential meeting with all parties in January, 2018. Policy and Procedure Bylaws: committee will meet and is made up of Troy, Adam, Michael, Sarah, and Melanie.  This will be tackled in January, 2018. Hurricane money sent and received. Juvenile Defense Strategic Planning Committee:  Susan B reported meeting and discussion panel was held 11/3/17 in downtown Indianapolis.  She and a juvenile po from her county attended.  Informative, but more geared towards public defenders.  No next meeting set at this time.

New Business ICJA Spring Conference:  A conference is in planning states for the Spring and IOCS as well as IACCAC will partner with ICJA.  Adam was contacted to see if POPAI wanted to partner as well.  Adam said POPAI will be interested in partnering and a meeting will be scheduled.  Adam to notify of this meeting and invite others to attend.
