POPAI Board Meeting Minutes for 12/15/16

Secretary's Report CJ moves to accept, Andria seconds. All voted, motion carried.

Treasurer's Report Christine was not present, but submitted this report to the Board via email prior to the meeting.  As of November 30, 2016 the amount in the checking account is $60,516.92 and the amount in the savings account is $17,037.92.   Bob moved that we accept treasurer’s report, Adam seconded.  All voted, motion carried.  Bob, Christine, and Troy to serve on the Budget Committee.  Bob to chair the committee.  Budget will be ready by January meeting.  

Membership As of 12/12/16, 936 total current, 852 POs; 34 Corporate members.

Education Susan reported the Sheraton representative has not returned her messages regarding the Management Institute that is scheduled during Holy Week for 2017.  Susan advised she will contact management of that hotel to get an answer and reported on pricing options for downtown.  Concern voiced about parking.   Susan Rice also to connect with Chris Cunningham regarding the possibility of coordinating a joint training with IACCAC.

Chief's Executive Committee Greg Werich absent.  Linda reported the next meeting is scheduled 1/20/17 in Peru. IN.

Juvenile Delinquency Alternative Initiative (JDAI) Update Kory George reported the 2015 statistics are in for JDA counties.  Detention admissions are down 50% and the average daily census is down 30%.  DOC commitments are also down 30% and Felony Petitions filed are down 40%.

Probation Officer Advisory Board Update CJ reported grant applications are due 1/24/17 and that The State of the Judiciary will be 1/18/17 for those interested (it will be streamed live).

Election Nothing new.

Awards and Recognition CJ had nothing to report.  This committee will discuss further parameters of the Knepple Scholarship before next year

Indiana Evidence Based Decision Making (EBDM) Initiative The National Institute of Corrections (NIC) will be working with Indiana to provide technical assistance (TA) to the state EBDM policy team in support of pretrial change targets.  All 11 Indiana pilots will receive TA from the NIC.  The next state meeting will be 2/3/17 from 9am-12pm at the Indiana Office of Court Services and the Judges meeting will be held the same day from approximately 1-2:30pm. With the state EBDM initiative, there are a number of subcommittees that require meetings in person or by conference call.  Additional PO participation welcomed and encouraged: Pretrial: 1/23/17 from 9-11am (CJ to attend) Data: 1/23/17 from 12-2pm (Troy to attend) Professional Development 1/23/17 from 2-4pm (Susan to send a rep from Hendricks) Mental Health 1/24/17 from 9-11am (Susan to send a rep from Hendricks) Risk Reduction Strategies 1/24/17 from 12-2pm Behavioral Responses 1/24/17 from 2-4pm (Sarah and Adam to attend)  

Justice Reinvestment Advisory Council (JRAC) Linda reported the next JRAC meeting is 1/12/17 from 1-3pm and is open to the public.

Legislation Linda reported there were only two Preliminary Drafts that she is aware of which she sent to the Board, both from the Justice Reinvestment Advisory Council (JRAC).  The first has to do with Level 6 offenders who commit a new offense and are found in violation being able to be sent to the DOC, even without conviction on that new offense.  The second has to do with Level 6 consecutive sentences being able to stay at DOC for their sentences.  

Technology Karen sent her report to the Board this week.  Employment is still the number one reason why people access the POPAI website.

Old Business Linda reported that she is working on the Secretary’s job description and Adam is working on the Website administrator’s job description.

New Business Linda asked for any Narcan policies that may exist and discussion held about Narcan being available to probation. Indiana Office of Court Services Michelle Goodman reported via phone to update POPAI: Phase 6 of EBDM with NIC now initiating.  11 Counties participating in Technical Assistance.  2/10/17 to be the kick off meeting. Veterans Court grant application will be released soon.  There is $500k total available. New PO exam pilot will happen in 2017 and if all goes well, new PO exam to follow. Case Plan Application-still getting feedback on the pilot, then a roll out plan to follow. IRAS/IYAS: Calendar with new classes was sent out.  The recertification to happen early 2017; just waiting on the University of Cincinnati to do final tweaks on the testing program.  Continuous quality improvement for risk assessment coming soon in 2017. Office of Court Services website currently under construction, email Angie Hensley with any questions. 5/16/17 and 5/17/17 will be the PO Annual Meeting at the Convention Center.  Email Angie Hensley with any topic ideas. Carey Guide training still available to all-contact Chad Long or Angie Hensley if interested.
