POPAI Board Meeting Minutes for 04/12/2017

Secretary's Report March’s POPAI Board Meeting Minutes/Report - Adam moves to accept,  Brian seconds, all voted and motion carried.

Treasurer's Report Christine submitted this report to the Board via email.  As of March 31, 2017 the amount in the checking account is $67,267.41 and the amount in the savings account is $17,039.31. Cherie moved to accept treasurer’s report,  Bob seconded.  All voted, motion carried. Christine reported the 2017 budget to have no unusual expenses.  The POPAI lobbyist (Glenna) has been paid.  Linda reported that she signed the 2017 lobbyist contract and submitted a copy to Karen to post with POPAI Board documents.

Membership April 10, 2017: 935 total current; 850 POs; 34 Corporate. No new corporate members. Susan Rice: Update on membership payments, invoices. Membership increased slightly from last month.  Susan will be sending notice soon to members who have not paid 2017 dues.  Susan will be closing out members with unpaid 2017 prior to the May 2017 POPAI Board meeting.

Education New location for the 2017 POPAI Management Institute/Chief PO Summit: Drury Plaza Hotel Indianapolis Carmel 9625 North Meridian St Indianapolis, IN 46290 317-587-2701 Cross Streets: I-465 N & North Meridian Street Susan R. reported that she expects this year's POPAI Management Institute may cost POPAI less than previous years at the former location.  Attendance was a bit higher than last year's Management Institute, with CPO Summit members holding steady with previous years. Susan will give a full report on the conference at the May POPAI Board meeting. Susan R. reported she had received compliments on the new location of this year’s management institute (Drury Inn).  The Board voted to schedule the 2018 POPAI Management Institute/CPO Summit at this new location, the same week of the year (second week in April; 2018 Easter is April 1st).  Fall Conference planning will start soon.  Survey is a possibility for training ideas from POPAI members.

Chief's Executive Committee Greg Werich reported committee met in January.  They are open to ideas and suggestions/feedback.

Juvenile Delinquency Alternative Initiative (JDAI) Update Kory George is at a National JDAI conference in Orlando, FL.   No updates.

Probation Officer Advisory Board Update Stacey reported they had a meeting this past Monday.  Dustin DeLong will take over as new chair.  August Award was discussed.  Education committee discussed the new PO exam process with IU.  JDAI discussed more training with Policing the Teen Brain and Training the Team Brain.  Misdemeanor Recovery Works was discussed, but seems to be unfunded at this point.

Election Steve is not present.  Nothing new to report.

Awards and Recognition CJ is the chair.  Knepple scholarship application is out now.  No inquiries received up to this point.  Deadline for these is 4/21/17.  Update will be given at May Meeting

Indiana Evidence Based Decision Making (EBDM) Initiative Linda reported policy team met last week and will meet again 5/19/17.  NIC is working with Indiana to provide technical assistance to the state EBDM policy team in support of pretrial change targets.  All 11 Indiana pilots are receiving TA from the NIC.  2/10/17-A pre-trial summit was held, which was an all day training with Mark Carey as a presenter.  A follow up training with all Indiana pretrial pilot teams will be held tentatively 8/23/17.  

Justice Reinvestment Advisory Council (JRAC) JRAC Meeting will be held 5/19/17 and is open to the public.  DOC reported no savings from 1006 at the last meeting. HB 1010 Commitment to the DOC for Felony Level 6.  Signed by Governor on March 29, 2017.  Emergency declared for bill, in effect NOW.  This bill came out of the JRAC legislative committee on which  POPAI Board members served.  DOC WILL now accept Level 6 felons who meet the new statutory criteria .  See page 2 of the bill.  https://iga.in.gov/legislative/2017/bills/house/1010

Legislation Linda sends out pending legislation reports to POPAI Board weekly and posts this weekly legislative report in the POPAI Members Only area of the website.

Technology Karen sent her report this week.  She has been working on a Board Documents area on the website for information purposes.  Any information anyone has can be sent to Linda or Karen.  

Old Business None discussed.

New Business   POPAI is an affiliate member of APPA as the Indiana organization representing Probation for our state. Christine made a motion for POPAI to send a Board member to the upcoming summer and winter APPA training institutes, to start with sending a Board representative to the 2017 APPA institute in New York.  Cherie seconded. All voted, motion carried. POPAI then would send another Board representative in to the Winter 2018 APPA conference.  The goal would be for POPAI to send one Board member to represent Indiana Probation at the APPA Summer and Winter institutes. This Representative would be expected to attend all APPA affiliate events at the institutes and report back to POPAI regarding affiliate activities and events.  The expectation would be that opportunities to attend future APPA training institutes as the POPAI sponsored (paid) representative would "rotate" in some manner so that more Board members would have this opportunity. The POPAI Board will need to work out logistics as this new initiative unfolds.  Linda suggested that the POPAI Education Committee could coordinate this initiative. Board members interested in attending the 2017 APPA summer institute should let Education Committee Chair Cherie Wood know by Monday April 17th. 2018: PO Annual Meeting will be combined with Justice Services Conference (problem-solving courts and court alcohol and drug program conference).  May 9, 10, 11.  

Next Meeting Next Meeting: Tuesday 5/16/17 - at PO annual meeting during lunchtime. Jimmy Johns will be ordered for the Board.
